We have been representing our client’s interest in all kind of disputes relating to the protection of the rights and legitimate interests that have been breached or might be breached due to the following administrative authorities’ illegal action or inaction, but not limited to:

    - The Government of Mongolia, member of Government, Prime Minister, minister;

    - All kind of Ministries;

    - The Governmental regulatory and implementing agency;

    - The Central Bank of Mongolia;

    - The Financial regulatory commission;

    - The Independent agencies under the ministry that issues the administrative instrument and other independent agencies;

    - The Local governor of province, capital city, district, soum, bag and khoroo;

    - The Regulatory and implementing agency under the Local governor of province and capital city;

    - The Supervisor or inspector of the State inspection authority;

    - The Citizens’ representatives khural of province, capital city, district and soum and citizens’ meeting of bag and khoroo;

    - The State owned or parastatal school, hospital, communication, energy system and monastery organization;

    - Other state organizations and officials.  

Notable Experiences

  • Successfully represented the Respondent in a dispute about the legality of sale of land possession rights. As a result of this dispute, a correct precedent, which affirms the possibility of transfer of land possession rights at a price, was set. Prior to this decision, courts of first instance and appeals used to rule that sale of land possession rights at a price was illegal, and we had the Supreme Court render the precedential and influential decision approving the priced transfer of land “possession and/or use rights”;

  • Successfully participated in a dispute about the taxation of company in addition to shareholders in sale and purchase of shares of a company with mining and exploration licenses. We had companies freed from tax obligations;

  • Successfully represented participating companies in a tender dispute for purchase of equipments and services by the government and had the tender selection process deemed conducted illegally;

  • Litigated for invalidation of the Government’s decision to organize winter horse-racing as claimed by NGOs, and defeated the Government at the courts;

  • Worked on and won at the following: claims by citizens against the Governer of Capital City concerning the Redevelopment of Ulaanbaatar city; claim put forward by “E” LLC established by Canadian citizen J.M;

  • Successfully represented and reconciled our clients in administrative disputes arising out of Apartment Owners Association and elections;

  • Had the administrative acts by Ministry of Food and Agriculture and Ministry of Education, Culture and Science invalidated while representing “I” LLC;

  • Successfully represented citizens and legal entities in disputes concerning administrative decisions invalidating land possession rights and licenses and administrative inaction of not extending such rights and licenses;

  • Successfully litigated a claim by Children’s rights organizations to order the Government of Mongolia to pass a norm “On prohibition of child race-horse riding in winter and spring”.
